After all the publicity in connection with the promenade at our end of the wonderful Bay of Colwyn David Jones MP has received the standpoint of the Assembly from Lesley Griffiths AM Minister for the Environment Energy and Rural Affairs which is forwarded to the Association.
In brief, she says that there are ongoing discussions with Conwy County Borough County Council regarding the funding of the work. It is estimated that 37 million pounds would be required for its completion, and that Network Rail and Welsh Water would be required to contribute towards this as it is their property which would be endangered in the event of extreme storm.
The flood and risk coastal management programme is focused on protection of property, which is why the western end of the promenade has priority. There are no properties, i.e. houses, at our end of the promenade. Therefore it is the responsibility of Network Rail and Welsh Water to protect their own property.
The Association has written to all agencies concerned, as has David Jones MP. Network Rail are notorious for reacting to structural problems, as highlighted when, after seven years of this Association continually pointing out the need for fencing renewal along the rail track they were only prompted into action when pictures of children scaling the viaduct hit the national press. Obviously, they had entered via the previously faulty fencing to do this. Another example is the steps leading to the beach near Tan y Lan. We have been notifying Network Rail of the possibility of walkers being stranded at high tide owing to their dangerous condition for many years. The last promise was that they would be attended to by November, 2018. They remain in the same dangerous condition although they had shown us plans of the projected work.
This Association continues to work hard to resolve these issues.
